The offer

In many cities, in some quarters, we can buy drugs in the street. And in some places also in a bar, a disco, while drinking a coffee or a beer.
Depending on the location or city, it can happen to hear the offer in trading aloud, hax, coca, brown, md, azulinhos. We will also consider as common the delivery to domicile.
Obviously everything without any control of quality.
In some touristic cities and quarters we can buy drugs in the street but we can be fooled, even buying something else, but not really a drug. It is not uncommon that foreigners, in slang called camones, are cheated.


It’s obvious that music festivals and parties are commonplaces of abuse of legal and illegal psychoactive substances.

Alcohol beverages are generally quite cheap ad very easy to buy all day.



In summary, there is no difficulty to buy anyone, legal, illegal common psychoactive substances.
There are consumers that consume legal and illegal drugs.

Everything can be bought at the street market

In those black market places, unfortunately often  we find addicts under treatment but under dosed for example with methadone or buprenorphine, and using the street market to obtain supplies and soften the suffering associated with a non-effective treatment.





 The law - legal situation




After the Decriminalization law (2001), the owner of the illegal drug is identified, the illegal drug is legally withdrawn, seized and if the amount founded is not considered to trafficking, he should be presented to a committee that evaluates the situation.

But there are situations where the police on their own initiative, order that the consumer destroyed in the moment and in his presence the illegal drug what was found. But there are consumers who say that others polices pretend they saw nothing ...
But when the amount found is considered by the law, 
to traffic, the person is held to be judged .

Last September I received some fellows that visit Lisbon. One of them was Dr. Meroueh Fadi, coming from France to participate at the international conference Lisbon Addiction. With Dr. Fadi we visit some Lisbon areas outside the touristic program or outside the official drug conference receptions program. So we visit another reality that is a great shame for many Portuguese professionals, patients, families, and general population.

We meet and we talked with some drug users. Then we visit an old open space of drug consumption, namely IV consumption – OPEN SCENE.
Dr Fadi said: if they continue to deal and to inject it’s because they are under dosed, and being under dosed they have to seek somewhere.
What also struck me when we approached these people, was that the proposed BZD to 1 euro one pill.

I will add that it was midazolam pills.
But also we will by oxazepam, buprenorphine, methadone, and even other drugs. Obviously we can by heroin, cocaine, free base, cannabis, etc.

They are lacking aseptic consumption rooms and with less risk. There is no valid justification for their absence in places of high prevalence rates. Silence is consent.
Portuguese harm reduction law since 2001 allows this device to reduce health risks related with drugs use.
There will be politicians who have the courage to replace the shameful kick rooms (some have been around for decades), not to continue the promotion of the shameful conditions of use.

Portugal and drugs THE RIGHT TO KNOW ALL THE TRUTH

In the last ten yearsfrequently we read in the international press news about Portugalthat in the context of the drugs, shows one reality that isn’t always the truth of the ones that are working in the “land” next the drug consumers, even the patients and relatives, and next other professionals who also work in fact in the field. 
This subject already deserved our attention, and I already wrote in Portuguese language to demystify the over story communicating by the web.

Because I found recently in the web, another news, now from Australia containing some inaccuracies or mistakes about Portugal drug politic, I decided to give my contributemy way of seeing our reality, my truth besides the official truth.






THE RIGHT TO KNOW ALL THE TRUTH
about Portugal and drugs

Richard Di Natale doesn’t know, but he has the right to know all the truth about Portugal and drugs. I recommend that at least he doesn’t say that in Portugal we haven’t no drug consumption increase. In fact, since de beginning of this century we had a gradually significant increase of the consumption of cocaine /freebaseof cannabis, of mda and similar, of alcohol misuse namely between adolescents male and female.
If there was good and very good changes, like “Portugal has seen a huge decline in all the things associated with harmful drug use”.
In truth, if the harm reduction law (2001), allowed this, we today go on without any hygienic consumption room, but we go on having several shooting galleries in several cities.
 
So we have to speak the whole truth.
Otherwise the increase of other drugs consumption, the quality of the interventions has been declining.
We also know that prior the decriminalization law (published in 2001), in fact, nobody was put in jail by the judge, because he or she was an illegal drug consumer. At the end of the 1990s, before the decriminalization, the old law was not applied to those who were consumers having their small quantity of illegal drug.

There are a few more inaccuracies or mistakes and I will have great satisfaction in sharing more information about our reality not official,  in order that you can offer to the Australians citizens a more realistic information.

Since 1987 to 2008, I worked in the land and was in the director board  of the first and biggest service for drug addicts created in the Ministry of HealthI had been the technical supporter of the harm reduction law published in 2001.

If Richard Di Natale comes again to my country, I will have great satisfaction receiving him andjoined to visit some places that by the way probably it did not visited, where he will speak with citizens with whom probably he didn´t spoke.
